Construction (Design & Management) Regulations 2007

 

The CDM regulations place duties on Clients, CDM Co-ordinators, Designers and Contractors for construction work.

 

To which projects do the CDM Regulations apply?

 

The CDM Regulations apply to all construction projects (except those for domestic clients). A CDM co-ordinator, however, need only be appointed for notifiable projects, which are those where construction work is expected to:

 

(a) last more than 30 working days: or

 

(b) involve more than 500 person working days,eg 50 people working for over 10 days.

 

The role of the CDM Co-Ordinator

 

Has a responsibility for co-ordinating the health and safety aspects of design.

 

The Co-ordinator’s duties under the CDM regulations are:

 

· Advise and assist the client with their duties

 

· Notify HSE

 

· Co-ordinate health and safety aspects of design work and co-operate with others involved with the project

 

· Facilitate good communication between client, designers and contractors

 

· Liaise with principal contractor regarding ongoing design

 

· Identify, collect and pass on pre-construction information

 

· Prepare/update health and safety file

 

 

 

We can also assist clients in satisfying their obligations under the Regulations by:

 

Checking competence and resources of all appointees

 

Ensuring that there are suitable management arrangements for the project including welfare facilities

 

Communicating pre-construction information to designers and contractors

 

Other duties of the Client include:

 

Appointing a CDM Co-ordinator for notifiable projects

 

Appointing the principal contractor

 

Allowing sufficient time and resources for all stages

 

Ensuring that the construction phase does not start unless there are suitable welfare facilities and a suitable construction phase health and safety plan is in place*

 

Providing information relating to the health and safety file to the CDM Co-ordinator*

 

Retain and provide access to the health and safety file*
